It shows the cost of ships in the design window, and also in the Titan info pane to the left.

You will not while designing that up to tech 160, 1 tech = 1 cost.
Above this you will start to see the new algorithm for cost kick in. In particular you will see that the old tech cap of 190 is costing 310 per titan.

You can tell straight away that a 160 titan costing 160, vs a 190 titan costing 310 will make for some very nasty choices when you are forming the fighting core of your clan.
