I've just issued the same order to reclaim a unit of habitat 2 turns in a row. The (completely healthy) habitat is still hanging on the side of a ship that would very much like to put something different in the occupied space.

I did finally get the units reclaimed, on the fourth try when the ship was doing nothing else. the truely bizzare part is looking at the previous orders I can see clearly that the reclimation orders were issued- they were simply ignored.

I guess you were executing your crew - maybe they put up a fight.
