I can see several with a lone ship near which are not granting the level. I'll take a look.

Found it!

Epic's are alocated to an 'owning' race. Turns out that this means only that race can currently harvest the bloom.

I have a patch, and will release it tonight.

OK, so I fixed one bug to expose another - and yet again Epic blooms were either not allocated - or given to the wrong side.

So, I looked someplace else and found the nasty, stupid bug and will roll out that server patch tonight.

Very sorry to culminate some of these initial, brutal, Epic Bloom fights with silly bugs. Comes from testing with only one race.
