Looking for a simple explanation here please.

Note this is in green bio mass.

I select a pure breeder and respawn on itself. I have the option to click the single right arrow to increase a tech by 1 (e.g. engines from 12 to 13) or I can click the double arrow and it says it will increase the tech by 5 (e.g. engines from 12 to 17).

Either way the tech is increased by one.

Is this a small client error or a feature of pure breeders that I cant use properly?

"Green" pure breeders can only increase by 1 per turn.

Once Orange this increases to 2. Purple is 5 and Blue is 10.

So in answer to your question: it isn't an error, rather a feature that your clan cannot yet use.
